AN ORDINANCE PROVIDING FOR AN INTEGRATED SOLID WASTE MANAGEMENT, PRESCRIBING FEES FOR SOLID WASTE MANAGEMENT SERVICES, DECLARING CERTAIN ACTS PROHIBITED AND PROVIDING PENALTIES, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES
This ordinance establishes a comprehensive Integrated Solid Waste Management (ISWM) program in Paluan, Occidental Mindoro, in line with Republic Act No. 9003. It applies to all households, commercial, industrial, institutional, and agricultural establishments within the municipality. The ordinance mandates segregation of waste at source into biodegradable, recyclable, residual, and special categories, and requires establishments to provide Materials Recovery Facilities (MRFs). It creates the Municipal Solid Waste Management Board under the MENRO to oversee planning, implementation, monitoring, and financing of the ISWM plan. Junk shop operations are regulated through permits, and public conveyances must provide receptacles for waste segregation. Funding is sourced from the municipal development fund, fees, and grants, with a dedicated Municipal Solid Waste Management Fund established for transparency. Penalties are imposed for violations, and education campaigns are mandated to promote compliance and environmental awareness.
