ADOPTING AND IMPLEMENTING REPUBLIC ACT NO. 11148, ALSO KNOWN AS THE "KALUSUGAN AT NUTRISYON NG MAG-NANAY ACT" AND REPUBLIC ACT NO. 10028 OR THE "EXPANDED BREASTFEEDING PROMOTION ACT"

This ordinance adopts and implements Republic Act No. 11148 (Kalusugan at Nutrisyon ng Mag-Nanay Act) and Republic Act No. 10028 (Expanded Breastfeeding Promotion Act) in Paluan, Occidental Mindoro. It promotes maternal and child health by ensuring access to nutrition programs, breastfeeding support, and health services during the critical first 1,000 days of life. The ordinance mandates public and private health facilities to implement breastfeeding promotion and maternal nutrition programs, encourages workplaces to provide breastfeeding-friendly facilities, and directs LGUs to establish community-based programs for education and support. It also requires public awareness campaigns and collaboration with NGOs to strengthen maternal and child health initiatives. Funding is allocated from the municipal budget, with monitoring and evaluation led by the Rural Health Unit.
