REGULATING THE SALE OF VOLATILE SUBSTANCE SOLVENTS TO MINORS IN ALL BUSINESS ESTABLISHMENTS IN THE MUNICIPALITY OF PALUAN

This ordinance regulates the sale of volatile substance solvents in Paluan, Occidental Mindoro, to protect minors from solvent abuse. It prohibits business establishments from selling, supplying, or distributing volatile substance solvents to individuals under 18 years old. Retailers must require valid identification for purchases and violations incur a fine of ₱2,500. Enforcement is carried out by the Municipal Police and local agencies, with citizens allowed to report violations. The ordinance also mandates public awareness campaigns on the dangers of solvent abuse and allocates funds from the Peace and Order and Public Safety (POPS) fund for implementation. Additionally, it provides incentives and benefits for Barangay Health Workers (BHWs) and Barangay Nutrition Scholars (BNS), including subsistence allowances, training opportunities, civil service eligibility, gratuity pay, and loyalty awards.
