AN ORDINANCE MANDATING BUSINESS ESTABLISHMENTS OPERATING WITHIN THE TERRITORIAL JURISDICTION OF PALUAN TO INSTALL A CLOSE-CIRCUIT TELEVISION (CCTV) SYSTEM AND PRESCRIBING PENALTIES FOR VIOLATION THEREOF
This ordinance requires business establishments in Paluan with gross capital of ₱300,000 and above to install CCTV systems that meet minimum technical specifications. Covered establishments include banks, pawnshops, remittance centers, chain stores, malls, hospitals, entertainment venues, fuel stations, and other high-risk businesses. The CCTV systems must operate continuously, comply with National Privacy Commission guidelines, and retain footage for up to three weeks. The Municipal Engineering Office (MEO) is tasked with verifying compliance, and certification is required for issuance or renewal of business permits. Establishments must provide access to recordings for police investigations and court orders. Violations result in denial of business permits and fines of ₱2,500.
